This is a common problem for new projects. It usually is a problem with the project mail server set up. You can test it yourself. Go to your account, set your community settings to alert you immediately by email. Then have someone send you a PM. If you don't get a notice, your email server is broke...

We had a problem with permissions with some of the files on our server. This means that some of the files couldn't be downloaded and resulted in stuck work units.
